The Wastewater/Stormwater Collection Systems Manager supports the program management services to the Chicago Department of Water Management (DWM) with the five-year, $3.9 billion capital improvement program. DWM provides safe drinking water to more than five million people in Northeastern Illinois. The DWM also collects, transports and delivers wastewater and storm water through approximately 4,400 miles of sewer mains to the Metropolitan Water Reclamation District of Greater Chicago. In addition, DWM maintains over 350,000 related structures including catch basins and manholes to support efforts to safeguard the city’s drinking water and properly dispose of waste.
This position is responsible for supporting DWM’s sewer system’s wet weather management efforts in relation to CSO and MS4 permit compliance delivery and reporting. and related system improvement efforts.
The responsibilities of this position include, but are not limited to:
- Serve as the Sewer Support Services Manager leading a group of program management staff to fulfill CSO and MS4 permits compliance works.
- Advise DWM staff on CSO/MS4 permit related activities.
- Coordinate and engage AECOM subject matter experts to support DWM needs.
- Provide technical oversight for various aspects of CSO and MS4 permit compliance data collection and analytics, hydraulic modeling; capacity assessments; green infrastructure; and various system O&M information assessment; and reporting.
- Directs CSO compliance efforts including Operation and Maintenance Plan, Nine Minimum Control Plan; Stakeholder Communications; Public Notification; Pollution Prevention Plan; Monitoring and Studies; Evaluate System Effectiveness and Monitoring Programs; and regulatory agency communications.
- Directs MS4 compliance efforts including Stormwater Pollution Prevention Plan; Stormwater Management Plan; BMP management; six minimum controls measures implementation; TMDL assessments; public engagement/outreach/ education; Annual Report; and regulatory agency communications.
- Provide leadership for integrating green infrastructure to address CSO and MS4 permit compliance and urban drainage and flood management.
- Coordinates and participates in project presentations to internal and other external groups.
- Directs program staff and monitors relevant stakeholder’s actions to successfully deliver permit requirements.
- Monitors/manages project production for compliance with schedule, budget, and quality objectives.
- Supervises technical professionals and other project managers including workload and staffing management.
- Monitors and reports financial and completion status of projects to client.
- Performs such other duties as the supervisor may from time to time deem necessary.
Qualifications
Minimum Requirements
- Bachelor’s degree in civil or environmental or water resource engineering or a related discipline and 6+ years of relevant experience or demonstrated equivalency of experience and/or education.
Preferred Qualifications
- Professional Engineering (PE) license in Illinois or the ability to obtain one within first 6 months of employment.
- 10+ years of experience in wet weather management of sewer systems in response to CSO and MS4 regulations; and urban drainage engineering with proven project management.
- Experience working on municipal projects.
- Candidates must have proven interpersonal skills, including client interaction, public speaking, and persuasive ability; strong project financial management along with ability to lead diverse, multi-disciplined teams.
