Job Description

AECOM Buildings & Places (B+P) is seeking an experienced Senior Federal Program Manager for this exciting opportunity to join our leadership team for long-term management and growth of key Federal Client portfolio(s) in the Southeast, and East Region of the United States.

The selected candidate will take on a dedicated role to assume the program management of an existing Client(s) and contracts, as well as growing future opportunities.  The responsibilities and portfolio will typically comprise of overseeing large capacity multi-year contracts but can include single compete/award contracts.  Responsibilities will also require the strategic development and opportunity growth from closely positioning AECOM as the preferred partner providing planning, design, engineering, and construction administration services. 

The selected candidate will work with business line leadership to develop and lead a dedicated business development plan and activities, partner in leading pursuits and proposals, oversee the successful booking and transfer of project task to design teams, develop and track pipeline and oversee compliance with regulatory and company standards, regulations, and quality assurance programs.

The primary responsibilities for the B+P Federal Program Manager include, but may not be limited to, the following:

  • Strategize, develop, and manage dedicated and focused client relationships within the southeast, for the purpose of strengthening and growing AECOM B+P’s relationship with the client and its key personnel.
  • Build and lead successful program for developing increased client opportunities, understanding strategic avenues for AECOM B+P to become a preferred service provider.
  • Familiar with project financials, scopes of work, and project fiscal management.
  • Detail-oriented with strong organizational and communication, both verbal and written skills.
  • Strategic and analytical, in understanding client opportunity, and positioning for value and win strategy.
  • Exceptional leadership and interpersonal skills.
  • Superior communication, writing, editing, and reporting skills for a wide variety of audiences
  • As may be required, support and/or liaise with other AECOM Federal Program Manager(s), building intelligence, positioning, consistency, or other beneficial to the objective and goals.
  • Closely strategize and communicate with internal regional business leaders, market sector leaders, and other strategic federally focused leaders.
  • Ensure externally focused messages and positioning is highly coordinated internally, for concise and consistent communications.
  • Closely collaborate with our Planning, Architecture, Engineering, Interior, or similar teams for strategically positioning for opportunities and services.
  • Manage and collaborate with our professional and technical staff to strategize and complete proposals, technical qualifications, RFPs, and similar in the pursuit of opportunities.
  • Direct and collaborate with our professional and technical teams to establish pursuit budgets and approvals, identifying key objectives and requirements.
  • Provide technical leadership and strategic direction for program delivery at the program level or for elements of a program.
  • Manage aspects of a broader Clients program within B+P, such as oversight of ongoing projects, controls, quality assurances, so that all task/project activities continually deliver highest quality of services, to strengthen the ongoing business development and pipeline activities.
  • As may be required, coordinate with preferred general contractors for positioning and/or pursuits.

Additional responsibilities of this position may also include:

  • Supports innovation in program management approaches and methodology to achieve marketplace differentiation.
  • Ability to work in a fast-paced environment and Coordinate with multiple stakeholders
  • Analyze financial statements and completes budget tracking
  • The position will work independently and have minimal direction, periodically reporting to internal regional, and Buildings + Places management
  • Oversee the preparation of work plans and organizes project studies in support of growing pursuits and pipeline with the Client
  • Perform program management assignments often requiring the development of unique solutions to a problem or risk, with the support of the project team.
  • Conduct reviews and provide staff feedback for continued improvement.
  • Have a real and inside understanding of Client satisfaction and or feedback.
  • Business development responsibilities include establishing and maintain a productive relationship with Client and key personnel, development of pipelines, arranging teaming partnerships, building strategic growth plans, and developing client engagement plans.
  • Oversee and develop technical approaches and cost estimates for proposals
  • Prepare, coordinate, and conduct project meetings: Prepare and maintain the agenda and the meeting minutes related to client engagements for relationships and opportunities.
  • Help develop and maintain project pursuit schedule, budget and risk.
  • Review Documents and Coordinate reviews with various stakeholders to ensure highest level of positioning and value for client.
  • Manage more complex pursuits and engagements that tend to be larger in scope and dollar

Qualifications

Minimum Requirements

  • BA/BS in Architecture, Engineering, Construction, plus 8 years of relevant professional experience or equivalency of experience and/or education
  • Eight (8) years of experience in technical and complex subjects with key Federal Agencies and the areas of their oversight, that may include USACE, DOD, GSA, NAVFAC, or similar.
  • The role requires demonstrated experience engaging in and navigating complex and sophisticated governmental relations and procedures.
  • Experience of demonstrated experience directly engaged in US Federal contracts and procedures, focused on architecture, engineering, and/or construction related work.
  • The role requires relevant/appropriate travel that is related to specific client engagement planning.
  • Due to the nature of the work, U.S. Citizenship is required

 

Preferred Qualifications

  • Ten (10) years of relevant professional experience or demonstrated equivalency of experience and/or education. 
  • Licensed PE or RA is highly preferred, or certified project manager for engineering and/or construction related activities.
  • Experience with Federal-Civilian and DoD agencies, installations, missions, and cultures.
  • Existing relationships with Federal clients, and preferably with USACE.
  • Experience with both Design-Bid-Build (DBB) and Design-Build (DB) deliveries and partnering with General Contractors.
  • Previous experience communicating with high level senior leaders within AECOM and/or the client's organization.
