AGENCY DESCRIPTION

The Mayor’s Office of Education provides leadership to improve education in the City of Philadelphia. To achieve this mission, MOE creates policies and programs to:

  • Expand access to quality pre-K for Philadelphia families;
  • Create Community Schools designed to strengthen local schools by removing barriers to student success;
  • Facilitate collaboration and partnership among many stakeholders to strengthen the local education landscape; and
  • Advance key educational policy

Job Description

POSITION SUMMARY

Community Schools are schools where there is a strategic, coordinated plan and expanded supports that align services from the city and community service providers to address the broad needs of children and families. The Deputy Director for Community Schools is an employee of the Mayor’s Office of Education (MOE) and will provide operational leadership and supervision to the community schools team under the direction of the Director for Community Schools. S/he will provide direct supervision to Community School Coordinator Supervisors, and be responsible for creating and implementing policies and procedures that support the initiative, including implementation tracking and progress monitoring of community school goals, leading teams and work groups, and supporting continuous quality improvement across the initiative. Strong subject matter expertise and knowledge of community school implementation and systems required for this position.

SALARY - $75,000-$85,000

ESSENTIAL FUNCTIONS

  • Create policies and procedures to improve the operations of community schools 
  • Provide project management support and oversight to the community schools team, including managing specific projects identified by the Director of Community Schools
  • Represent the Community Schools Department or Mayor’s Office of Education in meetings and work groups
  • Monitor progress towards goals identified in the community schools strategic plan and program evaluation
  • Support Community School Coordinators, Coordinator Supervisors and Program/Technical Assistance staff in implementation of community school action plans
  • Supervise Community School Coordinators Supervisors and several Program/Technical Assistance staff 
  • In partnership with Mayor’s Office of Education staff, track and manage program budgets as well as negotiate agreements with other organizations
  • Assist in developing grant proposals and managing grant-funded projects 
  • Develop training and professional development opportunities aligned with national best practices and quality standards
  • Develop, implement, and monitor continuous quality improvement processes for Philadelphia’s community schools
  • Create (or manage the creation of) yearly summary progress reports for external audiences 

COMPETENCIES, KNOWLEDGE, SKILLS, AND ABILITIES

  • Strong knowledge of community schools and continuous quality improvement processes
  • Demonstrated ability to develop and maintain relationships with community-based organizations, City agencies, and other systems level partners 
  • Strong program management skills and the ability to prioritize and track work and successfully facilitate multiple projects
  • Ability to communicate effectively with a variety of audiences. Strong verbal and written skills
  • Presence to inspire confidence and passion in internal and external audiences, and to build effective relationships with a diverse range of stakeholders
  • Planning in collaboration with others, such as strategic planning or community priority setting processes
  • Excellent meeting facilitation skills 
  • Strong analytical and critical thinking skills
  • Familiarity with using data to inform improvement and planning
  • Travel to one or more schools required; should have reliable form of transportation 
  • Some evenings and weekends will be required; schedule is set with supervisor

Qualifications

  • A bachelor's degree from an accredited college required 
  • 8+ years’ work experience and 3+ years of supervisory experience required; experience supervising staff that are based in another location a plus
  • A track record of leading, inspiring, and developing high performing teams
  • Experience working in schools or service organizations preferred 
  • Experience in community organizing, education, program management, or social work desirable
  • Understanding of city government desirable 
  • Experience with implementing community schools desirable
