Agency Description

The City of Philadelphia’s Office of Adult Education (OAE) resides within the Office of Workforce Development (OWD).  OWD was launched in March 2018 to foster systemic solutions to employers' human capital challenges and strengthen Philadelphia’s career pathway ecosystem. The Office of Workforce Development is responsible for implementation of Fueling Philadelphia’s Talent Engine (FPTE), a citywide workforce development strategy aimed at addressing employers’ talent needs and preparing residents for careers in family-sustaining jobs

The Office of Adult Education (OAE) is a division of the Office of Workforce Development. OAE's focus is to equip all adults in Philadelphia with the education they need for work, family, and civic engagement. OAE also works on the behalf of 80+ adult literacy and workforce development programs to help the estimated 550,000 adults in the City who need to develop their workforce literacy and digital literacy skills to compete in our knowledge-based economy, complete secondary education, or prepare to participate in post-secondary programs.

Job Description

This is a unique opportunity to collaborate with government and non-profit agencies to further our city’s education, digital inclusion and workforce agendas. This position is a leadership role that will shape policy related to digital access, literacy and equity in Philadelphia, and execute strategic priorities for OAE programs, including myPLACEsm and KEYSPOT. The Director will establish and maintain relationships with internal and external partners. This position will report to the Senior Director of OAE.

Essential Functions

  • Lead the development, and management of digital initiatives and programming in support of OWD’s collective vision and strategy for digital literacy and adult education in Philadelphia.
  • Provide overall management for and reorganization of the KEYSPOT network, leading network expansion and strengthening.
  • Oversee KEYSPOT data collection, annual grant awards, and administration.
  • Direct the implementation of professional development and technical assistance initiatives for internal and external providers of digital literacy training
  • Manage integration of digital literacy into adult education services through the myPLACEsm system
  • Supervise staff and manage external consultants.
  • Represent the agency in appropriate forums.
  • Participate in and support all team and other OAE activities.
  • Support OAE grant-writing efforts
  • Other related duties as assigned.

Qualifications

Qualifications (Education and Experience)

  • Master’s degree preferred in education, learning or technology or a closely related field
  • Experience managing program(s) to increase for digital inclusion, digital literacy or related type of field is strongly preferred
  • 7-10+ years of related professional experience is required
  • 5+ years’ experience in program planning, implementation and administration
  • Experience working in non-profit organizations or government agencies focused on education and/or digital inclusion.
  • Experience managing full-time employees
  • Experience with monitoring contracts, consultants and project management.

Competencies, Knowledge, Skills and Abilities

  • Technology background/public technology background
  • Understanding of the digital divide and digital inclusion discourses and knowledge of relevant research on digital access, equity, inclusion, and literacy
  • Broad understanding of current digital inclusion policy frameworks at national and local levels
  • Ability to manage, develop and sustain effective working relations with internal and external stakeholders.
  • Knowledge with developing curriculum and designing educational and training programs for adults.
  • Knowledge of and experience with adult education, workforce education systems, digital literacy, and workforce literacy are essential.
  • Ability to work well in diverse neighborhoods, with diverse populations
  • Outstanding public speaking/presentation and written communication skills.
  • Proficient in Microsoft Office, especially Word and Excel
