The Office of Innovation & Technology oversees all major information and communication technology initiatives for City government and works to increase the effectiveness of the City’s information technology infrastructure. It also seeks to improve and increase citizens’ access to technology and digital literacy skills. Additionally, OIT offers an innovation service portfolio focused on developing municipal government’s capacity for creativity and innovation.

 

Job Description

This is a new role and will serve as the City’s program manager for an ambitious initiative supporting Philadelphia’s K – 12 students and families to get access to consistent and reliable internet as they transition and adapt to a digital, remote learning model for the 2020 – 2021 school year and potentially beyond.

The individual and small associated team will be responsible for several facets of collaboration and coordination, including:

  1. Working with the Philadelphia School District and individual charter or independent mission schools to ensure that students and families in need of Internet connectivity, digital skills support, and technical assistance are connected with the appropriate entity
  2. Liaising with Community Based Organizations (CBOs) and associated Digital Navigator resources to ensure that students and families can connect to the Internet and utilize remote tools and curricula
  3. Collaborating with relevant stakeholders in the City and School District to identify and then manage a Coordinating Entity who will be responsible for providing a telephone help hotline, associated Digital Navigators, and an interface with other participating CBOs and  
  4. Serving as the City representative responsible for ensuring the implementation and integrity of the program.

This role will work in close partnership with the City, the School District and associated service providers to ensure that K-12 students and their families have the resources they need to function in an increasingly digital world and will help frame this K-12 initiative within the broader context of digital equity work in the City.

Job Duties

In this role, you will support the City and a network of institutions in launching the first initiative to connect all students with Internet connectivity, digital skills support, and technical assistance.  Specific duties will include:

  • Manage the program’s multiple facets by coordinating with City departments, the School District, and other entities.
  • Serve as the primary point of contact between the City and other stakeholders invested in these efforts.
  • Assist with data collection and evaluation of the overall initiative, including developing goals and the metrics necessary to measure and achieve them.
  • Adjust and tailoring the program as it proceeds to ensure an effective and equitable implementation.
  • Build and managing relationships both internal and external to government.
  • Work with the City’s Coordinating Committee and Digital Literacy Alliance to align digital equity efforts across multiple stakeholders.
  • Capture lessons learned to inform the City’s overall digital equity strategy
  • Other duties as necessary and assigned.

Qualifications

Desired Education & Experience

  • Bachelor’s Degree or equivalent experience required; graduate degree and direct work experience is desirable
  • 3 years of program management experience
  • Familiarity with Philadelphia’s digital access, literacy, and equity ecosystem and/or experience doing this work in other places
  • Experience/knowledge with or in a municipal government environment
  • Experience working within or with the public-school system or charter school system
  • Experience managing programs that involve numerous stakeholders and parts

Salary Range:  $75,000-$80,000
