The Managing Director manages and oversees the operations of the City. Agency Description

The Police Advisory Commission (PAC) is charged with assessing the policy practices and customs of the Philadelphia Police Department.  The PAC advises the managing Director and the Police Commissioner on existing policy and proposed revisions with a focus on maximizing trust between the Police and the communities they serve.  

In June 2021, Mayor Kenney signed legislation to authorize the Citizens Police Oversight Commission (CPOC) to become a new, independent civilian oversight agency. The CPOC will expand on the PAC’s capacity and authority, and PAC operations will continue as the transition to CPOC occurs. New staff will be hired into the PAC and will transition with their positions into the CPOC. Job Description

The Project Coordinator will play a critical role in supporting projects within the Police Advisory Commission. The Project Coordinator will help to assist the Executive Director and commission staff in their mission of providing oversight for the Philadelphia Police Department. This role will analyze and document business needs and processes, organize around problem/opportunity, plan and remediate troubled projects, and ensure new initiatives are planned, launched and executed correctly. This position is vital as the PAC transitions into the CPOC. This position reports to the Executive Director but also serves the entire department in a flexible role assisting commission staff as needed. 

Essential Functions

  • Coordinate closely with the Executive Director and Office Coordinator, to carry out the functions of the Commission.
  • Develop, clarify and manage the scope of projects from start to finish; define contract deliverables and achieves targeted outcomes.
  • Ensure project requirements are achieved in a timely fashion and within budget guidelines.
  • Assemble project team, identify needed resources, assign responsibilities and develop timeframes to facilitate successful completion of project activities and deliverables.
  • Serve as receptionist for residents providing excellent customer service.
  • Perform cost/benefit analysis to determine project costs/ensures delivery on time and within budgetary guidelines
  • Field citizen complaints against police, file referrals and monitor cases with the Philadelphia Police Department’s Internal Affairs Division. 
  • Coordinate, organize, and assist with the hosting of monthly community meetings.
  • Assist with the management of the Commission’s social media presence and email marketing campaigns, including advertising monthly community meetings.
  • Help to maintain transparency between the Commission, the Police Department, elected officials, and the public.
  • Serve and assist Commission units as needed by the staff.
  • Other responsibilities as assigned by the Executive Director. 

Competencies, Knowledge, Skills & Abilities

 

  • Strong manager that sets clear expectations and reviews progress.
  • Identify key internal and external stakeholders of projects.
  • Facilitate and lead focus groups, meetings, and brainstorm sessions.
  • Strong coordination skills with the ability to work across multiple departments, stakeholder organizations, and the public to implement objectives.
  • Good communication and listening skills, capable of influencing others and keeping others informed.
  • Values and encourages diversity of thought, background, and perspective
  • Experience and fluency in MS Office software programs, including Word, Excel, and PowerPoint. 
  • Budget management experience.
  • Deadline and goal oriented.
  • Helpful, respectful, approachable, and team-oriented; committed to building strong working relationships and a positive work environment. 
  • Receptive to feedback. 

Qualifications

  • Minimum of 4 years of relevant combined education and/or experience in related field
  • Minimum of 4 years of experience in project management, particularly in a leadership position.
  • Minimum of 2 years managerial or supervisory experience.
  • Significant experience working across governmental or non-governmental agencies to implement programs and policies
  • Proven ability to develop and implement long-term strategic plans. 
  • Fluency in other languages is not a requirement, but a plus.
  • Knowledge of Philadelphia and communities of Philadelphia a plus.

Additional Information

SALARY:  $60,000- $70,000
