Agency Description
The Managing Director’s Office (MDO) works in coordination with individual operating departments to implement the Mayor’s vision and deliver efficient, effective, and responsive public services to every neighborhood in Philadelphia. MDO plans, coordinates, and implements major strategic initiatives that involve multiple departments. The MDO leadership provides strategic oversight and support for the Philadelphia Police Department (PPD), Philadelphia Fire Department (PFD), Department of Prisons (PDP), Department of Licenses and Inspections (L&I), and the Office of Emergency Management (OEM), as well as administrative support to the independent Citizens Police Oversight Commission (CPOC). MDO supports five operational clusters: Community Services, Criminal Justice and Public Safety (CJPS), General Services, Arts & Events (GSAE), Health and Human Services (HHS), Transportation, Infrastructure and Sustainability (OTIS).
Job Description
Reporting to the Director of the Zero Fare Program, the Zero Fare Program Data and Evaluation Manager will lead the evaluation and data analysis that is used to support the Zero Fare Program policy and implementation. This individual will conceptualize and execute data analysis needs for the Zero Fare Program, using administrative data and programmatic data from City and external partners. This will involve developing an analytic plan, then generating the appropriate results using statistical software requiring coding, building dashboards, and creating geospatial data products. We are looking for a detail-oriented leader with a passion for data-driven decision making and improving the provision of City benefit programs. This position requires advanced knowledge of statistics and ArcGIS software. This position will work closely with the City’s Office of Integrated Data for Evidence and Action, Office of Transportation, Infrastructure, and Sustainability (OTIS), the Office of Community Empowerment and Opportunity, SEPTA and others.
This Zero Fare Program Data and Evaluation Manager will also support the Zero Fare Team in managing the program enrollment data and associated databases. This may include updating individual member transactions or broader program data needs.
The Zero Fare Program Data and Evaluation Manager will serve as the point on the program evaluation for this pilot project, which include working with external researchers to develop an evaluation plan, study design, and outcomes analysis.
Essential functions
- Conceptualize data analyses in partnership with subject matter experts, technical staff, and identified stakeholders
- Manage analytical deliverables that address program needs for this pilot program
- Coordinate with the Operations Manager, SEPTA and partner organizations to maintain and update the database of program participants and transit card assignments
- Process confidential information in accordance with federal, state, and local regulations
- Access, manipulate, and combine varied datasets, including administrative City data, fare use data, US Census data, and data from other publicly available sources
- Write reproducible code i to clean, combine, and analyze data.
- Manage relationship and coordinate with external researchers to support the design and execution of a rigorous outcome evaluation
- Facilitate data-sharing agreements as needed
- Respond to ad-hoc requests for descriptive data analysis, including producing professional-looking documents or data visualizations
- Performs spatial analysis for reports, graphics, and maps in support of program activities
- Build data models and develop analytical tools that allow for routine reporting of major reports and performance metrics in coordination with leadership and program staff
- Present data analysis to both technical and non-technical audiences
- Establish and maintain strong relationships across City departments and external partners to support program reporting and delivery
- Support the program team’s use of methodological and open science best practices in work products.
- Review literature and identify best practices to inform the development of analytic approaches.

Work- Life
37.5 hours per week. Our team is currently hybrid with both virtual and in-office days, however the position can opt to come in the office each day if desired.
Qualifications
- Proficiency with at least one statistical programming language, such as R (preferred), Python, SAS, STATA, etc.
- Proficiency in applied quantitative research methods & statistics
- Ability to perform geospatial visualization and analysis (maps, dashboards, etc.), preferably using ESRI’s ArcPro and/or ArcOnline software
- Experience developing data visualizations consistent with the principles of inclusive design
- Experience working with large, relational datasets
- Experience in data management and cleaning best practices
- Familiarity with applied research designs and/or program evaluation
- Strong communication skills, both written and verbal
- Experience managing projects, particularly projects that require collaboration across different groups or teams.
- Education: At a minimum, a Bachelor’s degree from an accredited college or university, preferably in public policy, psychology, sociology, political science, statistics, economics, mathematics, urban planning, or another field of relevance to local government.

Salary Range: $75,000 - $85,000
