The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia - increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city’s technology assets and the return on the city’s technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission and agency.

Job Description

The Associate Project Manager reports to the Enterprise & Governance PMO Operations Manager. This role supports functions that drive the success of the technology and services related to various business processes that align with the City’s technological strategic priorities and future-state agile, digital city experience. Working primarily with Enterprise & Governance’s more senior Project Managers and Business Analysts, the Associate Project Manager learns to collaborate with cross-functional technology teams and business process stakeholders, executing supportive tasks on technology related business process initiatives from planning and scoping through implementation, reporting, testing, and continuous enhancement. As a member of the Enterprise and Governance PMO, the Associate Project Manager is expected to uphold the organization’s mission and contribute positively to a collaborative, human-centered, innovative, accountable, transparent, and inclusive culture within the Enterprise and Governance PMO.

Essential Functions

Project Management

  • Responsible for all aspects of small scope projects over the entire life cycle (Initiating, Planning, Executing, Monitoring/Control, Closing).
  • Assist with managing and delivering projects according to the agreed project scope and resource plans.
  • Assist with overseeing the management of activities of the project delivery teams to ensure deliverables are being completed to defined expectations (within the base-lined cost and schedule).
  • Maintain frequent and detailed communication with all members of the team to ensure alignment.
  • Manage changes to project scope.
  • Proactively manage foreseen project risks and mitigate issues as they arise, implementing corrective actions as needed.
  • Manage project administration tasks such as updating project plans and sending status reports.
  • Lead the project post-mortem process to maximize learning from all projects during and after the execution, carrying out internal reviews with delivery teams and actively seeking feedback from the customer.
  • Support other Project Managers by taking on supervised support tasks on larger projects.

Relationship Management

  • Establish and nurture collaborative relationships with customers and central OIT areas related to specific business processes being managed and serve as primary point of contact for IT coordination of services, communication, and planning around those business processes.
  • Gain an in-depth understanding of OIT’s processes and requirements.
  • Monitor, evaluate, and regularly report to Enterprise & Governance PMO leadership on business process-related IT projects, services, and support.

  • Exceptional communication skills, with the ability to communicate technical concepts and information to non-technical audiences in a straightforward and compelling way.
  • Deep commitment to assisting with developing and delivering modern, user-centered, and value-producing technology products, systems, and services in a collaborative way.
  • Ability to build effective relationships and strong commitment to working collegially and collaboratively with constituents at all levels in a diverse and distributed environment.
  • The ability to independently execute the following skills:
  • Development of a high-level project plan
  • Development of a communication plan
  • Execution of approved actions rapidly and confidently
  • Facilitation of level-setting calls
  • Strong knowledge of MS Project, Excel, Word, PowerPoint, and Sharepoint.

Qualifications

We care more about what you can do than where you learned how to do it. That said, a bachelor’s degree is a good foundation for the work, and job-related experience around the competencies above is acceptable as well. The ideal candidate will have at least two years of experience with project management as well as working on and/or leading project teams

Additional Information

Salary Range: $70,000 - $80,000

Starting salary to be determined based on experience and qualifications.
