Agency Description
The Department of Revenue collects taxes, water and sewer charges, and other fees and fines to provide funding for the School District and City of Philadelphia. These funds support critical services such as trash collection, water service, pre-K, snow removal, police and fire protection, parks, libraries, and more.
The mission of the Department of Revenue is the timely, courteous, and prompt collection of all revenue due to the City of Philadelphia, and all tax revenue due to the School District of Philadelphia. This includes billing and collection of water and sewer charges.
The Water Revenue Division provides all billing and collection functions for water and sewer charges. We ensure that the Philadelphia Water Department has the financial resources needed to provide reliable, high-quality water for Philadelphia residents, businesses, and communities.
The Department of Revenue also administers the City’s many tax and assistance programs.
Job Description
Position Summary
The Department of Revenue has a workforce of over 600 employees. The Department of Revenue is seeking candidates to fill Clerical Assistant positions throughout the department. In this position, a candidate will be performing various clerical work. Depending on the assignment, the clerical assistant may be required to perform other work besides office work such as assisting in the department’s mail operation.
This is a 6-month Temporary Assignment.
Essential Functions
Duties may vary depending on the assignment:
- Sorts and delivers mail.
- Acts as a receptionist and answers the phone and takes messages.
- Assists customers in securing needed information and documents.
- Filing, data entry, and answering phones.
- Sorts, fills out, and files a variety of routine forms.
- Receives and logs in correspondence and forms; assembles forms and correspondence upon request; compiles summaries of posting log.
- Operates office equipment for which no prior training or experience is required.
- Process large volumes of payment transactions using the POS terminal.
- Sort and organize various bills and send them to appropriate city departments.
- Prepare checks for the cashiering and remittance processing unit for bank deposit.
- Organizing storage areas.
- Stuff envelopes with letters and worksheets, log, date and stamp mail and checks
- Use Access, Word, and Excel (basic knowledge).
- Mail returns, form letters, agreements, and copies of completed applications.
- Check incoming voicemails, process forms request, and prepare weekly tally sheets.
- Greet and help taxpayers at the QLess kiosk
- Performs related work as required.
Competencies, Knowledge, Skills and Abilities
- Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
- Clerical - Knowledge of filing, typing, entering data, maintaining records, taking notes and messages, and using and completing forms.
- Computer Skills - Uses computers, software applications, databases, and automated systems to accomplish work.
- Customer Service - Works with taxpayers and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available processes, rules, and services; is committed to providing quality services.
- Integrity/Honesty - Contributes to maintaining the integrity of the organization; displays high standards of ethical conduct and understands the impact of violating these standards on an organization, self, and others; is trustworthy.
Qualifications
- High School Diploma
- One year of Customer Service or Clerical experience is preferred but not required
- Successful completion of a panel review and interview process.
- Successful completion of a criminal background investigation.
- Ability to perform the essential functions of the position.
