Job Description
OVERALL OBJECTIVES:
The Regional IT Infrastructure Manager is responsible for building, maintaining and continuously improving the IT Infrastructure needed to run Eurofins’ laboratories and their applications;
The role “partners” with the business in a true “IT as a Service” model; provide resilient, top-of-the-range, cost-efficient IT Infra Services to all ELEs in scope of the regional IT Infra Team;
They will execute the IT transformation program to segregate IT Infra assets, coaching and steering their team, as part of regional IT Infra team.
IT Service Management
Engage with the RBL / Zone Business Leaders and Zone IT Infra/Solutions managers to understand business needs and (co)define the IT Strategy for each RBL/Zone; Implement a true “IT as a Service” Model; Act as “Managed IT Service Provider” towards internal IT customers; build a network and foster a productive relationship with key business leaders;
Build/Provide a portfolio of IT Infra Services that meet business needs; Plan, organise and manage your Regional IT Infra team to deliver and exceed the contracted SLA performance of the respective IT Infra services;
Build and Manage your regional IT team; Cooperate with the Zone IT Infra managers; Ensure consistency, foster collaboration, promote synergies, and share good practices/methodologies;
Monitor and Report on IT service quality (operational status and level of service), as well as customer satisfaction against agreed KPIs and Service Level Agreement (SLA) performance indicators;
Ensure that agreed IT Infrastructure best practices, standards and processes are applied and monitored effectively;
Ensure IT Services are run in compliance with regulation; Assist with responding to regulatory audits;
Manage IT Infrastructure costs, in line with agreed budget and with a high level of cost consciousness.
IT Infra Transformation Program
Work closely with the Group IT Infrastructure teams and the Zone IT Infra Managers to execute the Transformation program to regionalise legacy Group IT Infra and re-engineer IT Infra Services for ELEs in your Region;
Ensure Group IT (Infra and Security) standards are implemented and adhered to;
Work with Group C&S Team and Contribute to the definition of Group Competence & Standards.
IT Infra Operations (post Transformation)
Once the IT Infrastructure responsibilities have transitioned to the Zone & Regional IT Infra teams, you will lead your Regional IT Infra team to:
Manage day-to-day delivery, maintenance and troubleshooting of IT Infrastructure systems, operations and services for Zones/ELEs in your scope, including hosting of regional business applications, WAN/LAN network management, IT security, back-up & recovery, identity & access management, workplace & end-point device management, and end user support;
Manage IT Infrastructure projects and changes to continuously improve and upgrade IT Infrastructure systems, operations and services, adapt them to changing business needs and standards, and ensure that changes are deployed with minimal disruption.
Ensure reliable operations of future state, segregated Zones (see Transformation Program);
Monitor the execution of all operational activities and periodically audit IT Infra & Security postures;
Steer, manage, and coach your Regional IT Infra team daily on providing top-of-the-range IT Services to the ELE’s;
Manage IT Infrastructure integration projects of new and acquired labs to support the growth of respective RBLs, and provide IT Infrastructure due diligence support for potential acquisitions.
Qualifications
Education
Initial Background
- Master’s Degree in Computer Science (M.S.) or related field from a four-year college or university; an MBA or equivalent is desirable but not required.
Additional / Certifications
Project Portfolio Management (PMI, or other), ITIL (PMP & ITIL Foundations certification is must) others like (Scaled) Scrum, COBIT, TOGAF, etc. is desirable;
Lean methodology (Six Sigma, or other) is a plus.
Experience
5-10 years of experience leading/managing within a successful IT organisation, in at least two areas of IT Infra Operations;
5+ years of work experience with IT Infrastructure project management in an international environment, preferably in an industrial or process driven environment and ideally in the laboratory industry;
5 years relevant experience in IT Service Delivery field, ideally in the regulated GxP/HIPAA environment;
IT Service Management (practices/framework) experience and proven ability to install/enhance IT processes to drive efficiency, quality, and cost-effective solutions is a plus;
Strong experience of Integration and Change Projects;
Experience working with cross-functional IT teams and working with near-shore/offshore service partners (internal or external);
Experience of budget and spend control.

Technical
Extensive knowledge of Compute (Windows Server, …), Storage (NetApp, …), Network (Cisco, …) technologies; Cross Functional Technical Experience: Windows Server installations; Microsoft Active Directory and DNS; Microsoft Exchange 2010; Data back-up technologies; VMware; SAN/NAS storage systems, etc.
Sound knowledge of Back-up, Disaster Recovery, Business Continuity plans and solutions;
In-depth understanding of virtual and cloud infrastructures (experience in cloud technologies - Azure/AWS);
Strong Microsoft products/services knowledge;
Experience of running ITIL Service Desks;
Experience establishing and meeting SLAs and OLAs;
Strong security awareness;
Strong background in IT Service Management and experience in working with IT Service Management systems (ServiceNow, etc.);
Extensive knowledge and experience with IT best practice methodologies (ITIL, COBIT); Familiarity with BPMN, SCRUM, CMMi; GxP (GAMP5), GDPR;
Working in strong governance driven industries and experience of ISO 27001.
