Since 2002, the overarching objective of the Child Care Licensing Program (CCLP) has been to expand the availability of quality child care in the District of Columbia.  We believe that access to quality early childhood education is not only at the core of closing the achievement gap and promoting school readiness, but is also a key component in the financial autonomy of at-risk families. Licensing is also transformative for providers. Their earnings increase, they gain pride and professionalism, and they are able to serve more children, and serve them better, with the equipment and training they need to provide safe, educational child care. Job Description

The Child Care Licensing Program Coordinator will have strategic and operational responsibility for the Child Care Licensing Program. The position will be part of the programmatic management team and will represent the Child Care Licensing Program and Mary’s Center on a local, regional, and national basis. The CCLP Coordinator will develop deep knowledge of the program, and will focus on the following areas: 

 

RESPONSIBILITIES

            Program Leadership & Management

  • Enhance, flesh out, and implement programmatic vision
  • Ensure consistent, high-quality project management
  • Provide leadership in development of inter-team communication and cohesiveness, sustaining collaborative culture

            External Relationships

  • Mentor candidates and connect them to the existing network of Early Childhood educators.
  • Develop and maintain relationships with staff at DC government agencies that impact the licensing process, and facilitate open and constructive communication between government officials and prospective providers
  • Develop and maintain relationships with the network of existing providers, including early care and education advocacy organizations

            Knowledge Management

  • Develop the necessary systems, processes, and tools to better support the collection and dissemination of knowledge that is generated by the program
  • Ensure that key project outcomes and/or policy, advocacy, and legislation are evaluated and leveraged for maximum community and organizational impact
  • Work collaboratively with the senior management team to integrate cross program activities and functions

 

Technical Assistance & Training

  • Receive requests for services from families and individuals from a wide array of cultures whose first language is not English who wish to establish themselves as early childhood educators/caretakers.
  • Conduct intakes and screen candidates based on established criteria, including conducting referrals to the CDA class and the Tender Growth Mini-grant Program
  • Provide information and referrals for families regarding resources and opportunities available in the area outside of Mary’s Center
  • Develop and implement an outreach strategy for attracting new candidates to the program
  • Conduct  orientations and provide technical assistance on the licensing process and applicable DC regulations, arrangement of the environment, program management, the subsidy application process, enrollment in the Child and Adult Care Food Program (CACFP) and quality improvement to ensure and promote quality services to young children and their families
  • Conduct training for existing and prospective providers on the licensing process, as well as on subjects across a variety of core knowledge areas applicable to early childhood
  • Develop and improve CCLP resources, including tools for record-keeping, forms, manuals, and templates
  • Conduct site visits to both candidates and existing providers to provide technical assistance and ensure that potential spaces are compliant with regulations and standards of high quality care.
  • Support candidates in improving their facility by providing training and technical assistance.

 

Monitoring & Evaluation

  • Assist in monitoring program activities, including ensuring compliance and fulfillment of program objectives, fidelity and updates to the established work plan, and conducting an annual evaluation
  • Maintain an individual file for each candidate that wants to operate a child development home/center with documents that are required by DCMR-29 Regulation.
  • Keep accurate records of activities of the project.
  • Responsible for reporting for the program including monthly reports and an annual report

Qualifications

  • BA in Education, Early Childhood, Business or related field
  • Work experience in education or community development
  • Bilingual (Spanish and English) writing and communication skills
  • Must attend some weekend and evening meetings and events
