NASTAD (National Alliance of State & Territorial AIDS Directors) is a leading non-partisan non-profit association that represents public health officials who administer HIV and hepatitis programs in the U.S. Our singular mission is to end the intersecting epidemics of HIV, viral hepatitis, and related conditions. We do this work by strengthening domestic and global governmental public health through advocacy, capacity building, and social justice. 

Each of NASTAD's six programmatic teams - Health Care Access, Health Systems Integration, Drug User Health, Hepatitis, Health Equity, and Prevention - interpret and influence policies, conduct trainings, offer technical assistance, and provide advocacy mobilization for U.S. health departments and ministries of health around the world to improve health outcomes for people living with HIV and viral hepatitis. 

NASTAD serves as the CDC National Technical Assistance Provider and the HRSA Systems Coordination Provider (SCP), as part of the Ending the HIV Epidemic: A Plan for America (EHE) initiative. As part of this work, NASTAD develops tools and resources to assist EHE Phase I HIV prevention programs and RWHAP Part A and B grantees by improving coordination across EHE stakeholders and health systems. 

Job Description

The Manager, Health Systems Integration/Capacity Building Assistance, provides subject matter expertise regarding HIV surveillance and data-sharing mechanisms. The Manager leads the execution of NASTAD’s technical assistance (TA) and CBA activities in this area, co-leading projects in close collaboration with consultants and NASTAD colleagues.

Essential Duties

  • Deliver TA to health departments and CBOs in the southern U.S. to advance efforts related to integrated HIV prevention activities (with a focus on HIV surveillance, HIV Cluster and Outbreak Detection and Response, and Data to Care).
  • Provide subject-matter expertise on HIV surveillance (specifically Molecular HIV Surveillance) to inform the development of CBA and TA resources for health departments and CBOs including infographics, videos, toolkits, issue briefs, and other products that are culturally responsive and de-stigmatizing.
  • Provide facilitation and logistics support to convene health department staff through virtual and in-person meetings (once it is safe to do so), including the development, implementation, and facilitation of TA/CBA workshops/institutes on topics such as, HIV Cluster and Outbreak Detection and Response, Data driven disease intervention prioritization, and Data-to-Care Optimization Communities of Practice.
  • Contribute to the organization’s knowledge in management systems, business processes and data workflows aimed at strengthening NASTAD’s expertise in HIV surveillance and data-sharing best practices.
  • Contribute to project monitoring, reporting, evaluation, and learning activities. 
  • Maintain strong working relationships with key external partners and participate in inter-agency meetings to advance TA activities and deliverables. 
  • Attend ongoing supervision, team, and organizational meetings. 
  • Participate in teambuilding, leadership, and professional development opportunities. 
  • Perform other duties as assigned. 

Qualifications

Experience/Education 

  • Bachelor’s degree or higher or any equivalent combination of training, education, and experience that demonstrate the candidate’s ability to perform the position’s duties. 
  • Minimum of 5 - 7 years of progressively responsible work experience related to public health, research, health equity, or US health care systems. 
  • Experience working in governmental public health, particularly within HIV surveillance units, and providing technical assistance to health departments is strongly preferred. 

Skills, Knowledge, and Abilities 

·       Prior experience or familiarity with public health HIV surveillance systems (i.e., enhanced HIV/AIDS Reporting System (eHARS), Secure HIV-TRACE, MAVEN, ect.) strongly preferred.

  • Strong interest in systems-level interventions, addressing social determinants of health, coalition-building, and working with diverse groups that have been historically underrepresented in health services. 
  • Interest in supporting health department staff troubleshoot challenges and explore innovative systems-level interventions. 
  • Understanding of health equity and a commitment to incorporating social justice concepts in public health programming. 
  • Advanced technical writing and editing skills. 

Priority Areas of Expertise 

  • Designing and implementing data-sharing projects designed to use HIV surveillance data (eHARS person level data) and/or health care systems data (electronic health record, health information exchange, prescription fill, and encounter claims data) to inform public health action, including rapid engagement into HIV treatment and re-engagement into care.
  • Forging meaningful partnerships across health department programmatic areas, with community stakeholder, and with health and hospital systems.
  • Facilitating integrated planning activities across public health programs.
