Job Description

SNV in Mali seeks a Strategic Monitoring,Evaluation and Learning (MEL) Advisor who will be responsible for leading on the quality design and implementation of country and project MEL systems, and the establishment and facilitation of project and country learning frameworks.

The country and project MEL systems will provide SNV Mali Country Office as well the country projects with timely and accurate information used for learning, steering, reporting and adaptive management purposes. S/he will report to the SNV Country Director in Mali and collaborate closely with Projects teams and global M&E staff in Netherlands and research partners.

Main responsibilities:

Process development & implementation

  • Establishes the country MEL system with guidance from Global PME and leads on initiation, implementation, and continual improvement.
  • Improving quality & maximizing the use of country and project MEL systems via mobilization of existing MEL staff and sector staff at country level
  • Growing data analytics capacities including critical analysis and using data for adaptive project management.
  • Contribution to stronger knowledge management and learning through improved change measurement and the establishment of integrated country and project learning frameworks.
  • Acts on improvement areas with the country team and relevant sector/global staff.
  • Contributes to stronger knowledge management and ensures lessons learned are applied in daily practice.

People management

  • Steers (functionally) & coaches MEL and other country and project level colleagues towards compliance with the country MEL system and its ownership. 

Leadership

  • Influences country management towards prioritization of MEL and a focus on quality. Models a culture of MEL and leads by example with regards to critical reflection, recognition of failure/weaknesses, and continual learning.

Quality assurance

  • Provides a focus on the quality of project implementation linked to learning and adaptive management.
  • Establishes systems to assure the quality of MEL activities, data, and products.

Capacity development

  • Supports the design and implementation of planning, monitoring and evaluation capacity development initiatives at country level.
  • Shares and stimulates sharing of relevant MEL topics and best practices within the organization through relevant learning and knowledge sharing initiatives.

Strategic global processes

  • Supports the use of the global M&E Data system.
  • Supports improved quality of the organisation’s harmonised indicators’ data.
  • Supports global learning processes on continual improvement. 
  • Supports special projects at the global level such as system change measurement design & digitalization.

Qualifications

Basic requirements    

  • (Proficiency level equivalent to) master’s degree in specialised/relevant technical field and (6 or more years) experience in development work and MMEL
  • Having and gaining insight into situations, problems, and processes.
  • Deconstructing problems and systematically investigating the various components.
  • Having a complete picture of the context and overview of the whole problem.

Competencies

  • Well-seasoned level of technical professional with significant experience in MMEL design and implementation at project and country level
  • Good knowledge and understanding of MEL in the context of SNV work at project and global levels.
  • Strong understanding and experience in facilitating theory of change development and review and the development and use of highllevel results frameworks.
  • Can provide strong leadership on the strategic functions of MEL and is effective in influencing and creating consensus, particularly around new initiatives, systems, and processes. 
  • Encouraging and guiding employees in order to make their performance more effective and to enhance their self-perception and problem-solving skills.  
  • Setting high quality standards and striving for continuous improvement and quality assurance.
  • The ability to take direct action in order to attain or exceed objectives.
