Job Description
SNV is seeking for a Monitoring, Evaluation, and Learning (MEL) Officer
Full-time - The Hague, Netherlands, or Nairobi, Kenya
SNV is seeking a dynamic, pragmatic junior professional to become part of the Global Monitoring, Evaluation and Learning (MEL) team by providing operational support to SNV MEL processes and work, enabling projects and sectors across SNV to use, understand and learn from project monitoring and evaluation data. The MEL Officer is part of the Global MEL team. The Global MEL team enables the technical expertise teams, country and project teams to create impact that matters by facilitating, advising and coaching on the use of high-quality quantitative and qualitative data for steering, learning, reporting and business development.
The MEL officer contributes to SNV’s operational excellence. (S)he supports on quality assurance of project, portfolio and/or company MEL. The support is provided through key activities in the following MEL focus areas: (I) data management and visualisation, (II) global results reporting, (III) development and application of MEL tools and procedures. The aim is to underpin evidence-based project design, execution and learning in SNV. The MEL officer is detailed-oriented, knows their way around quantitative data management systems and excel, and enjoys enabling others to make use and sense of MEL systems and data.
Responsibilities
- Lead on provision of services to project, sector, and country teams to operate the SNV M&E platform. This includes user management, project set-up in the platform, troubleshooting with projects and sector leaders, awareness creation and training (webinars), supporting sector and country teams with data queries, support with account and contract management.
- Lead processes for project, sector and country teams to build and maintain results dashboards. This includes supporting definition of information needs and users/audience, identifying indicators and data sources, designing and using the dashboard.
Moreover, it includes training and coaching on data visualisation tools, such as Power Bi. - Responsible for collecting, consolidating and reviewing impact result data at global level in coordination with the MEL technical advisor. Manages the global level results database and responsible for distribution of planned and actual results to global and country management. Supports any revision of indicators or tools and processes to support stakeholders to collect/use related data.
- Supports the maintenance of and compliance with MEL procedures, standards, and tools under the supervision of a MEL technical advisor.
- Supports capacity development and learning initiatives. This includes updating of key global resources and communication materials on MEL, such as the KAYA learning platform and MEL SharePoint pages – with content support from MEL technical advisors, as well as support learning activities for colleagues such as trainings and webinars.
- Serves as the focal point for SNV's global MEL Community of Practice (CoP), fostering discussions and knowledge-sharing among MEL practitioners.
- Manages questions from colleagues on monitoring, evaluation and learning coming in through the MEL helpdesk and keeps track of the requests coming in.
Qualifications
To be successful in this role, you will need the following:
- Bachelor or Master degree in a relevant field related to monitoring, evaluation and learning
- 2-3 years of relevant working experience
- Good understanding of results data management systems and data visualisation, including dashboard development
- Experiences with online mobile data collection systems is a plus
- Proficiency in Excel is required. Proficiency in PowerBi is an asset.
- High attention to detail
- Demonstrated analytical and communication skills to translate quantitative and qualitative data into information and knowledge for project, sector and country teams
- Strong communication and presentation skills
- Pragmatic and pro-active, and service oriented
- Team player
- Fluency in English is a must and knowledge of French is an asset
