Position Purpose:
As CPM Regional Director, you will manage and execute profitable growth objectives across the US-Central and Southeast Regions set by the CPM Business, by developing and closing CPM contracts while respecting the goals and values of VNA. You will also collaborate directly with VNA and HQ Corporate teams, including the MW DS&I team, regional O&M and other teams as required to develop, implement and manage plant upgrade projects and collections system projects and programs. Projects can include design/build or other alternative delivery procurement. You will be responsible for:
- Driving Revenue and Margin growth across the region.
- Full Revenue and P&L responsibility for the US-Central and Southeast Regions.
- Participating in definition and implementation of the CPM growth strategy, in close collaboration with O&M and MW DS&I teams, including efforts to adapt portfolio of businesses and projects as well as new business model opportunities to our strategic plan, definition and promotion of cross-selling initiatives.
- Developing a pipeline of new leads, using proactive communications to existing municipal clients collaborating with regional Presidents, VPs and local Project Managers to identify long term facility needs and project partners.
- Managing opportunities through the new WIN process and Commercial Excellence program, following procedures and tools while being in a continuous improvement mindset. Participating in monthly pipeline review calls with appropriate teams to track progress with the MW O&M and DS&I teams.
- Leading and preparing Capital Plans and other programmatic cost methods that reflect VNA value proposition for new CPM services.
- Coordinating internal teams to prepare proposals, including assigning tasks and setting deadlines, tracking progress and ensuring high-level quality of the proposal and other deliverables. Managing and participating in pricing and presentations to clients.
- Leading negotiation with the client, including understanding client’ needs and value proposition. Collaborating in the preparation of agreements and possible structuring of financing solutions.
- Developing partnerships with the best engineering and construction entities in each region.
- Developing, managing and overseeing preliminary engineering efforts and gain client approval for preliminary engineering, cost and schedule package. Responsibility to execute the balance of design and construction execution will be turned over and assigned to the CPM Construction Management team.
- Consistently use Salesforce for sales pipeline management.
- Creating a positive environment of achievement, excellence and accountability within the BD team and promoting collaboration with all teams.
- Providing overall administrative and technical direction, enforce company and project policies, serve as main client interface, and ensure the project is constructed in accordance with design, budget and schedule.
- Conducting and overseeing work requiring independent evaluation, selection, adaptation and modification of standard construction techniques.
- Leading the CPM Central and Southeast teams to oversee the development, implementation and management of capital projects including water and wastewater improvements.
The position will manage all stakeholders including contractors, engineers and others involved in the development and execution of capital projects. The position often requires the performance of preliminary engineering, cost estimating and forecasting. It includes the management of outside engineering consultants for final detailed engineering, procurement of equipment, and the management of construction contractors for the construction phase. It requires project safety oversight, change order negotiation, contract negotiation and client interface. It would require construction inspection, field oversight, project administration, daily reports and accounting services management. This position requires interaction with the Veolia plant operation teams for design review, tie-in/cutover coordination and startup and commissioning; and interaction with the Veolia Collections system team and client liaisons for coordinating construction work on sewer and water system projects. Other duties include project oversight on other CPM projects across North America and other current and future projects.
The CPM Director will also support other Veolia Water’s operations project sites by developing, implementing and managing capital projects as needed. Projects can include design/build of a new facility that Veolia Water North America (VWNA) will operate, or design/build of additions, improvements or upgrades to existing facilities that VWNA operates.
Primary Duties/Responsibilities:
- Establish and support a culture of collaboration in VNA and across divisions focused on growth.
- Identify opportunities and value-proposition for the client, while preparing proposals from coordination of internal teams to presentation to the client and negotiations.
- Participate in the definition and implementation of the growth strategy at the regional level, in close collaboration with the Region President and the MW DS&I team.
- Organizes and directs all construction-related activities on a construction project to ensure project is constructed in accordance with design, budget and schedule; meets accounting requirements; and is completed to quality standards.
- Plans, coordinates and supervise activities of all company and contracted personnel on assigned projects.
- Authorize/approve all selecting, hiring, and overseeing the work done by the contractors, purchase requisitions, change requests, etc.
- Monitor budgets, schedules, cost reports and job progress and review with team members on a weekly basis.
- Acts as primary client contact for all project-field activities ● Maintains official project log and documentation files.
- Assists with implementation/interpretation of safety programs.
- Oversee project environmental regulation compliance.
Work Environment:
Varies greatly depending on the work being done and the project being supported at any given time:
- Work environments include office locations, operating project sites, and construction sites.
- Job would require over 80%+ travel, primarily across the US-Central and Southeast Regions and occasionally to other parts of the US.
Qualifications
Education/Experience/Background:
- A Bachelor's Degree in Construction Management or Engineering or equivalent project-related work experience.
- MBA or other advanced degrees a plus.
- Professional Engineer highly preferred but not required.
- 8-10 years of experience in engineering design and design management; project management; cost estimating; business development and construction management.
- Experience in water/wastewater-related projects is highly desirable.
- Progressive Project Development or pre-construction services in Water or Wastewater.
- Compensation commensurate with experience.
Knowledge/Skills/Abilities:
- Experience in working with integrated teams of design professionals, contractors, consultants in the delivery of DBO projects. In-depth experience in project scheduling, cost analysis, contract terms development, technical scope development, contracting, cash flow analysis and other construction project related functions.
- Must be a good team player and work collaboratively with different stakeholders and Veolia team members.
- In-depth knowledge and experience with all aspects of construction (technology, equipment, methods); company policies, procedures and standards.
- Excellent communication, organizational, supervisory and planning skills required.
- Preliminary engineering to develop project cost estimates.
