Position Purpose:
This position is responsible for capital improvement projects related to vertical water facilities including water treatment plants, pump stations, and storage tanks. Key duties include managing contractors, tracking budget, and meeting schedule for successful project delivery. Contributes to short- and long-term planning as assigned.
The candidate works closely with Engineering and Operations personnel, managing and coordinating program activities utilizing a cross functional team approach.
The candidate works to ensure Asset Owner satisfaction by delivering projects in accordance with the success criteria defined in the project plan (i.e. operational performance, budget, schedule, regulatory compliance, etc.)
Primary Duties/Responsibilities:
- Responsible for $5 - $10M in capital projects annually.
- Facilitate development, design, and construction of capital projects in accordance with engineering guidelines and procurement policies.
- Ensure corporate Technical and Environmental Health and Safety/Security standards are incorporated into the design specifications.
- Manage and report on expenditures based on budget, funding, and risk assessment.
- Manage environmental and governmental permitting in coordination with local business unit staff.
- Support the oversight of construction to ensure timely completion of assignments, budget compliance, and adherence to applicable standards.
- Participate in master planning efforts of existing systems and new acquisitions (water and wastewater).
- Participate in the development of engineering design and delivery processes and standards.
- Provide technical expertise on constructability in support of facility condition assessments for the water operations.
- Ability to work transversally with corporate and local business units.
Work Environment:
- Successful candidates must be willing to travel to the various business unit sites as per job requirements.
- Job sites generally located within a 30-mile radius of the local office with the occasional requirement for sites that are a longer distance.
Qualifications
Education/Experience/Background:
- High School Diploma/GED is required.
- Minimum 8 years of experience managing utility and/or facility construction projects.
- Experience with water treatment facilities including treatment plants, storage tanks, and pumping stations preferred.
Knowledge/Skills/Abilities:
- Strong project management skills (initiating, planning, executing, monitoring, controlling, and closing).
- Working knowledge of construction means and methods.
- Superior personal effectiveness skills, visible “leadership by example” utilizing participative management involving employees and teamwork whenever possible.
- Strong communication, presentation, and reporting skills.
- Experience utilizing alternate project delivery methods (design-build, integrated project delivery) and contracting methods (guaranteed maximum price, reimbursable) is a plus.
- Computer skills (MS Project, Google Suite, Oracle PeopleSoft, Oracle Hyperion or other planning/performance/budgeting tools a plus).
- Financial analysis skills, including budget management, ongoing assessment of project risks/opportunities and basic accounting knowledge.
Required Certification/Licenses/Training:
- PMP and/or Construction Management certifications a plus.
