Job Description

Introduction

The Ombud holds a unique and crucial role in the Organization; a role which relies upon the key principles of confidentiality, informality, neutrality, impartiality and independence. The Ombud assists with the informal resolution of interpersonal issues in the interests of the good functioning of CERN and the wellbeing of all its contributors. The Ombud performs these services through counseling, mediation, consensus building and/or other conflict resolution methods (see Mandate).

Functions

As CERN Ombud, you will directly report to the Director-General and work according to the Standards of Practice and Code of Ethics of the International Ombudsman Association. In particular, you will:

  • Provide assistance in the informal resolution of conflicts or other interpersonal issues to any person working at or on behalf of CERN, in accordance with the individual status and/or employment relationships of the person concerned;
  • Report to the Director-General on the general Ombud activity, systemic issues, and the process of informal conflict resolution, including generic statistics;
  • Raise awareness about the Ombud's functions and access to their services and promote a respectful workplace environment;
  • Capitalise on existing best practices by maintaining close relationships with other professional Ombud networks and share appropriately;
  • Perform other related duties as agreed.

Qualifications

Master's degree or equivalent relevant experience in the field of human resources, management, law or a related field, together with a certified mediator professional certification or willingness to promptly acquire it.

The Ombuds Foundations Training course will also be mandatory to attend.

Experience:

  • Extensive knowledge of CERN and its functioning;
  • Solid experience in dealing with interpersonal matters in a professional and successful way.

Technical competencies:

  • Conflict resolution;
  • Knowledge and application of coaching techniques;
  • Drafting articles for internal communication.

Behavioural competencies:

  • Demonstrating accountability: maintaining confidentiality; declaring own intentions clearly in dealings with others; using influence constructively; presenting information accurately and objectively.

Language skills:

Spoken and written English and French: ability to understand and speak both languages in professional contexts as well as the ability to draft texts for publications and/ or official communications and to make oral presentations in both languages.

Employment Conditions

Please be informed that only candidates holding a STAFF contract are eligible to apply for this position. 

The Ombud shall serve for an initial term of three years, which may be renewed by the Director-General for one additional two-year period. Upon completion of their service as Ombud, the Ombud shall separate from the Organization and may not serve in any other capacity as a member of personnel.
