Job Description

ProSidian Seeks a Technical Consultant II - Sludge Treatment, Plutonium Finishing, Cesium And Strontium Capsules (Full-Time) located in The Hanford Tri-Cities Area (Kennewick | Pasco | Richland) to support an engagement for the US Dept. of Energy (DOE) Hanford in Eastern Washington (Tri-Cities - Kennewick | Pasco | Richland) Area. 

The ProSidian Engagement Team Members work to provide General Support Services Contractor (GSSC) assistance to support DOE Hanford [which consists of Richland Operations Office (RL), and Office of River Protection (ORP)] in support of the Govt’s operations, personnel management, and general administration of regional operations at the Hanford Site in Richland, Washington.  ProSidian Consulting's work includes supporting DOE requirements for consulting support, acquisition support, program/project management support, operational/administrative business support, and environmental consulting support. 

AMRP Tech Conslt STP& PFP Closure Proj Spt Candidates shall work to support requirements as a Technical Consultant II - Sludge Treatment, Plutonium Finishing, Cesium And Strontium Capsules and provide technical consulting support for the sludge treatment project, plutonium finishing plant closure project, and management of the cesium and strontium capsules project for The Department of Energy Richland Operations Office (DOE-RL), Assistant Manager for River and Plateau (AMRP)

Technical Consultant (Sludge Treatment, Plutonium Finishing, Cesium And Strontium Capsules) Personnel shall provide support in the following areas:

  • Strategic development and implementation of a DOE-RL review and approval process of the Critical Decision packages for the Sludge Treatment Project (STP), Management of the Cesium & Strontium Capsules Project (MCSCP) and for the Plutonium Finishing Plant Closure Project (PFP) which also involves development and implementation of strategic closure planning and execution documentation. 
  • Assess and evaluate the appropriateness of project (STP, MCSCP and PFP) documentation. This scope includes review of the contractor’s Plans, Strategies and Compliance documentation.  Plans will include Characterization & Sample Analysis, Project Execution, Acquisition, Quality Assurance, Safety Basis, Technology Maturation, and Project Readiness for key events and formal reviews.  Documentation of Strategies will include meeting Waste Acceptance Requirements, Hazard Analysis, Accident Analysis Safety Basis Step-out Criteria, and demolition techniques & requirements. Compliance documentation will include environmental documents such as NEPA, CERCLA, TSCA, RCRA, Safeguards and Security.
  • Provide executive level management support for project (STP, MCSCP and PFP) activities through the tailoring of project management requirements for the project, evaluation and analysis of current methods, technologies and development of alternative work strategies.  This call may require travel to other DOE sites to gather information and data.
  • Perform technical reviews and provide overall project management support for the Sludge Treatment Project and Plutonium Finishing Plant Closure Project and Management of the Cesium and Strontium Capsules Project.
  • Perform technical evaluations of contractor proposals.
  • Develop and/or support the update of the following STP, PFP, and MCSCP documentation:

- Project Execution Plans

- Risk Management Plan

- STP, MCSCP, and PFP specific Safety Documents

- Oversight Plans

- Critical Decision Packages

- Value Engineering/Alternatives Analysis

  • Contractor personnel shall provide support to the AMRP in execution of STP, MCSCP and PFP activities in functional areas as follows:

- Assist with development of plans, schedules, work strategies and appropriate documentation for activities related to the path forward for STP, MCSCP and PFP decommissioning and dismantlement.

- Assist with generating government cost estimates that reflect the STP, MCSCP and PFP path forward work strategies.

- Assist with technical reviews of contractor proposals for execution of STP, MCSCP and PFP decommissioning and dismantlement activities.  Assist with coordination of resources and provide direct support in the conduct of technical reviews.

- Assist with reviews of Technical Consultant (Sludge Treatment, Plutonium Finishing, Cesium And Strontium Capsules) Personnel Performance Measurement Baseline submittal which will incorporate changes that reflect execution of STP, MCSCP and PFP project activities.

  • Provide Project Management support for STP, MCSCP and PFP decommissioning and dismantlement as follows: 

- Monitor contractor performance.

- Support IPTs in preparing for project technical reviews and oversight plans.

- Evaluate and assist in identifying risks associated with the STP, MCSCP and PFP decommissioning and dismantlement work scope.

- Evaluate contractor schedules associated with the work scope.

- Recognize and report adverse trends related to the work scope.

Qualifications

The Technical Consultant II - Sludge Treatment, Plutonium Finishing, Cesium And Strontium Capsules shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/Power point) and related tools and technology required for the position.  Work products shall be thorough, accurate, appropriately documented, and comply with established criteria.

QUALIFICATION REQUIREMENTS FOR TECH CONS II

Technical Consultant (Sludge Treatment, Plutonium Finishing, Cesium And Strontium Capsules) Personnel shall possess the following minimum qualifications:

  • Master’s Degree in Engineering Discipline
  • 8 years’ experience in nuclear deactivation and decommissioning
  • 8 years of experience in nuclear operations and project management
  • Extensive project management experience
  • Knowledge of federal and state regulatory requirements
  • Demonstrated experience completing preparations, execution, and closeout of the readiness determination process required by DOE Order 413.3B.
  • Knowledge and expertise in project reviews, technical evaluations, and assessments.
  • U.S. Citizenship

TRAVEL:  Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations.

LOCATION: Work shall be conducted at the Department of Energy - Richland Operations Office, The Hanford Site, and Richland, WA.
