Job Description

ProSidian Seeks a Lead Inventory Management Specialist (IMS) - in CONUS - Portsmouth, VA 23703 to support engagements for a branch of the Dept. Of Homeland Security that supports the Command, Control, and Communications Engineering Center (C3CEN) to develop, build, field, train, and support advanced electronic command, control, and navigation systems. C3CEN facilitates evolutionary engineering that focuses on the rapid deployment of essential functionality followed by planned improvements based on enhanced or refined requirements. In addition to providing maintenance and troubleshooting assistance on its assigned systems that are beyond the scope or capability of intermediate level support, C3CEN provides a point of contact for technical liaison and information. 

The ProSidian Engagement Team Members work to provide Logistics Services for The Coast Guard Command, Control, and Communications Engineering Center (C3CEN), Product lines (PL) and Core Technologies (CT).  Lead Inventory Management Specialist (IMS) -  Candidates shall work to support requirements for Program Support and provide IMS support services in support of C3CEN’s PLs and CTs.  The following support services are required:

  • Process day to day supply support transactions in Naval and Electronics Supply Support System (NESSS) for assigned C3CEN PL/CT systems.
  • Provide inventory management assistance for the assigned system(s) and equipment through purchase, repair, disposal, and inventory analysis.
  • Review NESSS daily reports for requisitions, backorders, and transaction history to secure items, maintain inventory, assist with releasing items, and maintain inventory
  • Monitor and prevent repair and replacement part delays via daily review of Quality Deficiency Reports (QDRs) and Supply Discrepancy Reports (SDRs) from field units and provide assistance to units on returning or disposing of discrepant items.
  • Review the Frustrated Receipts Report and work with both internal and external responsible organizations to resolve issue and receipt discrepancies to ensure inventory accuracy.
  • Assist in the preparation of all documents to the point of signature only by Government personnel for the repair/purchase of assigned equipment and material.
  • Provide customer support to CG Field Units to promptly respond to maintenance and logistics questions.
  • Monitor stock availability and recommend actions necessary to maintain mission requirements.
  • Respond to requests for excess material at field unit level, and prepare validation/ valuation packages to establish due-ins for return of reusable material.
  • Work with USCG Centers of Excellence (COEs) on life-cycle support of systems to prevent interruption of maintenance and mission. COEs support life-cycle-related factors such as Cost Estimating, Test & Evaluation, and Requirements Engineering, etc.
  • Additional Requirements/Tasks for the Lead IMS:
  • Assign tasks to other IMS personnel.
  • Maintain the IMS Desk Guide (CDRL 8) for use by all C3CEN Government or Contractor personnel assigned IMS duties.
  • Assist in the preparation of all documents to the point of signature only by Government personnel for the repair/purchase of assigned equipment and material.
  • Provide customer support to CG Field Units to promptly respond to maintenance and logistics questions.
  • Respond to requests for excess material at field unit level, and prepare validation/ valuation packages to establish due-ins for return of reusable material.

Qualifications

The Lead Inventory Management Specialist (IMS) -  shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/Power point) and related tools and technology required for the position. 

Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The candidate shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined.

Qualified personnel shall be able to perform roles and responsivities to perform all requirements specified with specific minimum qualification requirements include:

  • Shall have a minimum of 3 years of Federal Logistics Management experience.
  • Shall be knowledgeable and proficient in the use various USCG support databases to include, but not limited to, Asset Logistics Management Information System (ALMIS), Asset Maintenance Management Information System (AMMIS), NESSS, Fleet Logistics System (FLS), ACMS, CMplus, Federal Logistics System (FedLOG), and SFLC Central.

In addition to the minimum qualification requirements listed, additional minimum qualification requirements to include the following:

  • Shall have an Associate’s Degree (or equivalent) or higher.
  • Shall have a minimum of 5 years of leadership experience leading a Logistics Management Team.
  • Shall have a minimum of 3 years of ALMIS, AMMIS, NESSS, FLS, and FedLOG experience and 3 years of IMS or ES/QA - Equipment Specialist (ES) and Quality Assurance (QA) - Equipment Specialist (Es) And Quality Assurance (QA) (respective to the task) experience under the USCG Modernized construct.

TRAVEL:  Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations.

  • All ProSidian staff must be determined eligible for a “Facility Access Authorization” (also referred to as an “Employment Authorization”) by the USG’s designated Security Office.
